Strategy and execution are one thing

Some leaders conveniently justify their failures by saying their strategy was right, but they didn't have the right team who could execute it. The idea that strategy and execution are two separate elements in a company is a tragedy. It is effectively the leaders treating their staff as an unthinking and obedient machine executing instructions. As a result, management doesn't bother to explain strategy or expect staff to be competent enough to discuss it, and staff has no motivation to understand strategy and no ownership. Of course the strategy breaks down. Every employee should understand and live the strategy. It is the leader's job to make sure this happens.
